That depends on where the contacts come from. Contacts are tied to email addresses. If they are iCloud contacts see→Restore contacts, calendars, bookmarks, and more using iCloud.com - Apple Support

If the contacts are tied to a different email account (gmail, AOL, Yahoo, Outlook, etc) you need to make sure the email account is configured on your iPhone.
