Missing (stolen) IPhone accidentally removed from iCloud - is there any change to erase it anymore?

My daughter's iPhone got missing (stolen) and she accidentally removed the device from iCloud (step 7) instead of doing steps 2 and/or 5. Is there any change to still do steps 2 and 5. This particular IPhone is not equipped with SIM-card and IMEI is not known.
