Two Things:

A. Verify if it is Genuine:

If this is an eMail, then it may be a scam. So, view your purchases, seeing if it is officially in there. Where to Look: See your Purchase History for the App Store, iTunes Store, and More - Apple Support.

If it is not seen...

B. Modifying your Credentials:

If this seems of high suspicion, then most certainly consider modifying your credentials, immediately.

• Modify: your login credentials (Using Both a New eMail and a New Password for each and all sites)
• Associate: a different method of payment to your account
• Enable: Two-Factor Authentication for Apple ID and for all other accounts that have such an applicable option

If you got an email receipt, use the 'Report a Problem' link in it. Otherwise, click here and ask the iTunes Store staff for a refund.
