I bought an Apple Watch second hand . The person I bought it from has their email attached to it so I can’t unlock it . And I can’t get ahold of him anymore . Is there any way I can unlock the watch and reset it or have I just been scammed .

Remove the Activation Lock so that the buyer can use it.
If they can't or won't then get your money back or recycle the watch and put it down to experience.
