My Mac Pro turns on but it says macOS could not be installed on my lab top what does this mean ? AMD I can’t go further what do I do ?

The way MacOS installation works, is that only the EXACT same Major version of MacOS is used to Install MacOS.
This means that in many cases, the MacOS Installer image (which contains a minimal version of the incoming MacOS) will be set as the startup device, and your Mac will do a restart.
To break out of that loop when it goes awry, change the Startup Device. Generally, this is done by invoking Recovery mode and using its Utilities to set the startup device, then restarting.
You can also try holding Alt/Option key at startup, and after a few minutes of searching, your Mac will show an Icon for every potentially bootable device. select the one you want to be using and clink on the "GO" arrow to proceed.
