IOS 14.8 APP issues

After loading IOS 14.8 some of the APPs on my phone won't load. Contacted Apple and talked to numerous people without finding a solution.

You can follow the steps in If an app on your iPhone or iPad stops responding, closes unexpectedly, or won’t open to troubleshoot your issue with the apps not loading.

What I’ve discovered is that some apps only work when not connected to WiFi. If I am connected to wifi I get a message that the App is unable to load.

I cannot get Facebook to load on my iPad Air 3 since I updated to iOS 14.8. I have done everything listed in the article to try with no success.
