I bought an Apple Watch a couple months ago and it say I need the person that own it previously Apple ID

You'll need to contact the person from whom you bought the Apple Watch to unlock the Apple Watch. Activation Lock cannot be otherwise deactivated.

The person that you bought this watch from needs to follow all the steps in this link;
Remove the Activation Lock so that the buyer can use it.
If they can't or won't then get your money back or recycle the watch and put it down to experience.
