Why is Find My required to be on in order to have password protection from a reset?

Hey Folks,


I turned off Find My Iphone and got this:

"In addition, your Apple ID and password will no longer be required for someone to erase, reactivate, and use your iPhone. "


This is a crazy change. Why on Earth would I want password protection to be dropped? Is this broken or is there a really good reason why Apple would choose to make iphones an easily stolen device?
