iPhone purchase from Apple with AT&T carrier

If I purchase a new iPhone 13 from Apple with AT&T as Carrier am I locked into AT&T 36 month service as would be if I purchased iPhone directly from AT&T?

I think that (36 months) is specific to a carrier deal.

Can I take advantage of the carrier deals off I buy and set up my phone at the apple store I don't need a personal phone as I am consilidating to one work phone. My phone is paid for and my service was supposed to be cancelled an still came out of my account

Carrier swap My phone is unpaid under Verizon but I got the phone from Walmart so it has no SIMS restriction does that mean I can start a plan with it through another carrier or does it need paid off at Verizon first?
