Presumably you are attempting to download photos from iCloud Photos. Hopefully:

You are signed in to your Apple ID.
You have Settings > Photos > iCloud Photos turned on.
You are using a strong Wi-Fi signal (no Hotspot, no VPN).
Your battery is well charged.

I’m trying to download photos to an eBay listing and getting the message that I am in limited “select photos” mode and photos will not download. I have turned on “allow selected photos” in my settings.
