Error connecting to the Apple ID server

Im trying to reset my MacBook Pro password. I’m using the hotspot of my old iPhone 7(still an active phone). I entered my iCloud username and password and I keep greeting the same error: there was an error connecting to the Apple ID server? I get this all the time?

Verification Failed "problem connecting to the server" March 2018 - https://discussions.apple.com/thread/8321958 - Needed to connect over wi-fi and not through cellular.

If you're connecting through a VPN, don't.
