My applied is the same as my icloud email. When I try to recover password using forgot password for apple id, it sends forgot password and icloud email, which essentially is the same (for which I an trying to recover password). I also lost answers to secret questions. How do I recover my icloud account?

If you see the message "not sufficient information" see if at this stage you can still sign up for Two Factor Authentication:
