[iOS15] After updating both my iPhone and iPad to iOS15 my Apple Music App ballooned in size and now can't be deleted.

After updating my iPhone and iPad to iOS 15 i've noticed that my Apple Music App on both my iPhone and iPad have ballooned in size:

iPad Apple Music App Documents & Data: 1.08 GB

When you go to the Music App tab in settings it shows Zero Bytes of data downloaded (meaning I have 0 songs downloaded).

I tried to delete the Apple Music App on my iPad but every time I hit delete from the iPad Storage menu, it goes away for 1 second and then comes back with a Cloud Download icon next to it's name, it also shows the Music App icon going from the Red one to that white icon (icon which shows if an app is missing an icon), if I try to delete the music app again, it just comes back 1 second. It's permanently on my phone and ipad.

I tried doing a factory reset on my iPad and reinstall via icloud back up and the problem persists.

So either iOS15 has a bug in it as both devices are suffering from this problem, or somehow my iPhone back up is affecting my iPad?

Does anyone else have this issue?
