Hi, my question is if I lose my airtag and the person who finds it is not willing to return it. Can that person remove the battery and reset it, that is can it be tagged to that persons id as a new tag and can he use it or will it be tagged to my id no matter what?

We'd love to assist you with your AirTag and what to expect if it is lost or stolen. Once you have set it up with your Apple ID, then it will require you to disconnect it from your device in order for another person to use it with their Apple ID.
