I have about $95.00 in my Apple account (from a gift card). I also subscribe to Apple News and Pandora. My problem is that they continue to charge my credit card instead of taking the monthly fee from the balance in my account. Appreciate any suggestions.

From what we understand your Apple ID balance is not being charged as expected.
You can try removing the credit card from the account. Take a look at the steps listed below.
