It is not possible to restore an earlier major version of iOS/iPadOS. 

All versions are digitally signed by Apple; digital signatures of old versions of System Software are revoked by Apple soon after release of an updated version of the Operating System. As all digital signatures are verified as valid prior to installation, older versions cannot be (re)installed.

If you are reliant upon software that does not work with the currently installed version of iOS/iPadOS, you are totally dependent upon the Developer updating/fixing their App.

Update Using a Computer:

Open Settings > General > Software Update

If any update is available, click Download and Install. Accept the Terms and Condition. Then enter the passcode. When the download is finished. Click Install Now.

Not ever going to happen.

You cannot go back to any older iOS versions once you have upgraded to the latest version of iOS/iPadOS.

Definitely NOT going back to iOS 12 or earlier or even iPadOS 13.

Apple has never had any procedures or provisions for downgrading their mobile devices.

Apple iOS/iPadOS upgrades/updates have ALWAYS been one-way ONLY. Up/forward. Not backwards.
