welcome to the Apple Community.

Seems you must have a stable internet connection, or verficiation fails.

(Some of us use a computer for updating iPhone.)

Apple Support have articles online to help you:

If your iPhone, iPad or iPod touch won’t update

AND

Learn how to update your iPhone, iPad, or iPod touch to the latest version of iOS or iPadOS.
