I want to delete photos on iPhone 12 no longer needed.
I also have iPad and Mac that I can use to for storage. Question one: can I log onto iCloud to see all downloads saved to server and permanently delete items?
Question two: when I delete photos on iPhone it says it will delete from cloud and all devices,
but I still want some saved to iCloud and others just off my phone to free up storage.

You can log on to iCloud.com to see your photos and delete them, but this will delete them from your other devices’ photo libraries as well.
For Photos on the Mac, you can select File → Export… to save a copy of the picture to the Mac locally for storage. Be sure to select “Unmodified Original” if that’s what you want, otherwise Photos will re-code the image, which may result in image quality loss.
I’m not aware of any way to delete a picture from Photos on one device while having it remain in the Photos app on other devices.

Forgot to mention: on iPad, the share icon allows you to save a picture to local storage (“Save to Files”) or to another cloud service.
