iCloud subscriptions are billed monthly. There is no alternative to that billing cycle. The annual subscriptions were discontinued years ago now. While you can pre-load your AppleID with credit for on year, the billing and deduction of that credit will still occur on a monthly cycle.

You can't, except by using gift cards or unspent Apple ID balance to prepay it.
