CAn you help me reinstall safari on my iPhone

Safari cannot be deleted. Go to the App Library, find Safari, then press and hold and drag it to a home screen to put it back on a home page.

Swipe to the right on your phone’s Home screen until the App Library appears - Safari should be there, and you can drag a copy of the App to your preferred location.
