I wish to have my iPad on a different time zone my iPhone will do it, my iMac and MacBook will do it, but not my iPad. I am using the latest software iOS 13

Found the solution. Turn of Screen Time.

Check your iPad's Settings > General > Date & Time > Set Automatically: ON ?
Is your iPad a cellular model?
If not, make sure iPad is connected to the Internet using Wi-Fi.
I want to turn off the auto set and it wouldnt let me .. I workd it out. The Screen Time was interfering, so I turned that off. Now I can schoose my own time zone.
You're right.
Screen Time disabled changing the time (so kids cannot cheat with time allowance).
