Upgrading to Apple One

I already have a subscription for Apple Music. If I upgrade to Apple One, do I lose the music I have previously downloaded before upgrading to Apple One?

No. Just don't cancel your Apple Music subscription first. See item 4 in the 'How to get Apple One' section of:

Bundle Apple subscriptions with Apple One - Apple Support

And you music library will remain intact.
