Regaining control of device of a deceased parent.

I have a iPad 2 mini that belonged to my mother. I wished to log in to restore the device to factory default and remove the device that is tied to her apple id. I do not have access to her email account and do not the answers to her security questions.


This device is 7 years old.


Is this possible?
