Can I install a Full Version Microsoft Office (not the iOS one) on iPad Pro or Air if I purchased a new office license for it ?

No.

Microsoft makes an Office version specifically for iOS/iPadOS.

No iPad, even an iPad Pro, IS NOT a full laptop/MacBook replacement.

No Mac apps or Windows PC apps work on iOS/iPadOS devices.
