How do I change the location of the url and search bar in Safari in iOS 15? I had this question myself and the community did not seem to have an answer so here is what I did.
I have a screen recording of the steps but the interface will not let me post it.

I updated early October 2021 and now have iOS 15.0.1for iPad Pro, 2nd Generation
My tab bar never moved to the bottom.
The Tabs option in Safari is either "Separate" tab bar (shown at the top) or "Compact Tab Bar" (shown at the top, also).

The url field/tab bar at the bottom, is an iPhone feature only. It doesn’t apply to an iPad.
