This is my wife's series 3 watch.
There is a Forbes article that explains how to turn this off, but we did that and it still can call 911. We've also restarted the watch.
It was in the ocean several times.

That will cost more than buying a new watch.
IMHO it appears to have been a flaw in the Series 3 hardware. That's the best guess I have. No one should take my post as any more than a guess.
