I am trying to reset my girlfriend's grandmothers phone and the phone was marked as lost so how can I get the password. The phone has an activation lock and I don't think she has an email other then her apple ID

Have you tried her Apple ID password?
Enter the Apple (iCloud) ID, and click Forgot Password. See if you can get a Rescue or Notification email option if necessary. Link to contact Apple Support at the end of the 2nd article.
