Safari will not allow my MacBook to shut down

My Safari will not allow my MacBook Pro 2019 to shut down. I have tried closing it but it always has the active white dot below it. How do I fix this?? I use this laptop on a daily and find it very annoying that it will not shut down. Thanks for reading. Pictures to help:

Use the command q or Force Quit from Desktop Apple Logo and force Safari to quit
