Hi, I'm just wanna know if it is possible that users can use apple pencil 2nd generation on iPad 9th generation in upcoming years?

No.

Both versions of the Pencil charge and pair differently.

Until Apple changes the design of the budget, base model iPad, the 1st gen Pencil will still need to be used with this current, older iPad design.
