Apple Cash services are provided by Green Dot bank and like any bank, they decide on a case-by-case basis but the faster you notify them the more likely they might recover something by stopping payment to the scammers.

The standard conditions like all banks have says, "we are not responsible for any loss of funds if you authorize and instruct us to send funds to the wrong User, account, or other designated recipient" which means they can't be liable for people's choices - whether good or bad.
