We upgraded to Monterey and mail will not display photos. There used to be a place to change this in Preferences-Viewing-Upload Remote Content Automatically, but this option does not exist- at least not in this location.

Have you seen and tried the steps found in If you can’t receive email in Mail on Mac? There are some good suggestions to try. And if you are using a VPN, don’t forget to both on and off VPN as well as checking the settings.
