Why does my Apple Watch set up to my new iPhone get all the way to “Signing into your account. This may take afew minutes” and then just spins for 30 minutes to fail and say it couldn’t pair?

I have done all these steps. At the last step of pairing my watch, it says “signing into your account. This may take afew minutes…” it loads like this for a very long time and then fails to pair everytime
