Am using iPhone 7 and l wanted to download YouTube and it’s version is 16.3 can l be able to download it?

Yes, you should be able to download YouTube. If you are having issues downloading Apps & Games, Restart your iPhone - Apple Support and Update your iPhone, iPad, or iPod touch - Apple Support.
