Without you knowing and without your permission? The answer is NO.

If your Apple ID and Password are compromised and you somehow grant access thru 2 factor authentication then the other person can manipulate your data and have access to your iCloud contents including texts, contacts, photos and other data. Most commonly, Apple ID and Passwords are compromised via phishing scams and in essence are provided by the user to the perpetrator.
