How to connect to ITunes to have my old phone working again. Can it be a cromebook and does any computer able to download ITunes

It cannot be a Chromebook. The computer has to be either a Mac or a Windows PC with latest version of iTunes installed.
Below is the procedure:
You will need to reset the passcode on the iPhone. You will need a computer to complete this task. You can reset your passcode by following the instructions in this article by Apple ➔ How to reset your passcode on a disabled iPhone. All your data on your iPhone will be wiped clean in the process.
