how can i completely delete an app from my phone?

I deleted an app but it still remains on my phone in the app library and taking up storage on my phone. i need to completely remove it but unsure how to do so.

If you are using Screen Time, go to Settings/Screen Time/Content & Privacy Restrictions/iTunes & App Store Purchases - Change Deleting Apps to Allow.

Then go back and try deleting the app again.
