The screen is not responding to touch even after following instructions

Followed instructions because screen is not reaping to touch, it is still not responding

If the force-restart sequence (If your iPad won't turn on or is frozen - Apple Support) has been followed and doesn't work, and if your iPad is charged, then use the Get Support link in the upper right of this webpage, and start a discussion with Apple Support.
