When I open iMessage, the app bar showing icons to attach photos or GIFs is there right above the box to enter my text message. As soon as I type even just one letter, space, or a return, the app bar disappears and I don’t have the App Store icon available to tap to get the app bar back. What’s going on and how can I stop it from happening?

The app drawer appears where predictive text is placed in Messages. If you wish to always see the app drawer while typing, you can disable predictive text:
