If you are the original owner of the phone and you don't know your own Apple ID and Apple ID Password you can get Apple to help you by providing Apple the original purchase receipt, which clearly shows the iPhone serial number on the receipt.
If as I suspect, you bought a used iPhone and you don't know the previous owner, you are the proud owner of a useless device which Apple NOR any 3rd party can unlock. Even the FBI couldn't unlock an Activation Locked phone, so no 3rd party service could possibly have access to technology the FBI wouldn't have.
Recycle the phone if it is used and you don't the previous owner or can't them to remove Activation Lock.
