How can I stop the app open screen from zooming up ?

iPad mini, iOS 9

I guess "Zoom" per se is an accessibility feature. My beef is with the ver.15 gratuitous animation (zoom?) of the ios home screen as it appears after one unlocks the device, presses the Home button, or when quitting an app. Or zooming up an app's splash screen as it's launched. I can't recall that happening with earlier IOS versions.

Shouldn't there be at least a setting to return the ballistics to plain vanilla ?
