iCloud photo update is ridiculously slow...

Have an iPad and a Mac and they automatically send photos from iCloud back and forth to each other. Lately though, it has not uploaded photos at all and has been stuck for a few days even though I only have 10 items saved since the last upload (20 or so were screenshots and other material I deleted. It usually doesn't take this long, can I get a fix for this? Below is what my Mac says vs my iPad:

Try restarting the iPad. Then leave it plugged in.
