please i cant change my region and i cant add any new payment method
because i have 50 something cents in my apple id and theres nothing to buy to spend it so im asking you kindly if theres a way to help me i will be very thankful

Buy something more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
