did not understand how to buy in installments from Apple. I want help with some questions. Can I pay in installments through other banks? Like foreign banks from another country? and fees

We are just other users here, so you best contact Apple. The only info we have is what Apple publishes. Here is their information on payment:

https://www.apple.com/shop/help/payments

I am sure you can get a loan from other banks; they would give you the money and that way you would pay Apple in full and then pay off in monthly installments to your bank.
