Other than Apple Pages, there are NO real page layout apps for iOS/iPadOS.
No full Mac/macOS computer or Windows PC apps work with iOS/iPadOS.
You could always use the iPadOS version of Illustrator to do actual page layout, though not ideal, it works.
If you are not happy with your iPad Pro, if purchased from Apple, you have an Apple 14-day unconditional return policy and get your money back for that iPad Pro.
Purchase a Microsoft Surface tablet that runs full Windows apps and full Adobe software, in addition to being a mobile tablet device.
