If I buy an iPad mini can I add cellular data later if I see I need it?

In a way. You do have to decide at the time you buy the iPad whether to buy a wifi-only iPad or one with both wifi and cellular hardware. You cannot change your mind later about which hardware feature set you want. However, you can buy an iPad with cellular hardware now and not activate a cellular plan until you see you need it.
