Trying to reinstall macOS Sierra and my OS X Base system is locked… what should I do

You do not install Sierra onto the OS X Base System, that is the Apple Server you are connected to.

In Disk Utility you should see your Disk (Apple SSD.... or similar) in the left hand panel under

internal.
