I am being told my icloud storage is almost full. because of pictures/videos. but i hae logged into icloud from computer downloaded them to my pc and deleted them from my account online but it still says my storage is full. I deleted all but maybe 50 photos from my icloud. ki used to have over 5000 pics/videos. i am out of ideas.

Export iCloud to a Drive:
Export all of this to an external drive. You could then delete the iCloud storage, if desired. See my User Tip: Getting a Quick and Direct "iCloud Drive-to-External Hard Drive" Download - User Tip

When you delete a photo/video it is moved to your recently deleted album. It will stay there for 30 days or until you manually delete images from Recently Deleted. This will permanently delete your photos. It may take a little while for the space to be marked as free.
