Would I be able to get this second hand ipad i bought unlocked at an apple store? or am i doomed

That depends on how it is locked. If its Activation locked, then no. Activation Lock cannot be bypassed. Link-> Activation Lock for iPhone, iPad, and iPod touch - Apple Support
If its locked in some other way maybe.
