If you were syncing contacts with iCloud, see this for help. You will need to use a computer or an iPad to do this.

Restore contacts stored in iCloud on iCloud.com - Apple Support

If you were including contacts in your backups rather than syncing them with iCloud, you can restore a backup that contains the contacts. When you restore a backup, you overwrite the current contents of the device and replace them with the contact in the backup.
