as you state is that usb-c can be

thunderbolt 4

thunderbolt 3

both which carry displayport signals

but it can also be

usb-3 or

usb-4

which would not directly carry a video stream signal unless something in the other end knew how to interp the serial data stream as a video stream

if thunderbolt was not mentioned in the monitor spec. then I would attempt to use a hdmi or displayport adaptor / cable

It could but not advisable as direct monitor-usb-c don’t play very well with Macs, because monitors can’t tell the difference between a power-hungry laptop and a power-rebuffing Mac. Use HDMI instead and route the monitor’s USB-C to the mini’s USB A using an C-A adapter/cable.
